my running lights/headlights stay on even when the car is off and the keys is out of the ignition.they are the only thing that is on when the car is shut off,might it be the hand brake stuck on?

Have you checked the headlight switch? The headlight/parking light operation is hot at all time, independent of the engine is running or the key out of the ignition.
