2005 Dodge Magnum loud sharp pitched engine noise/power los

my 2005 dodge magnum has been recently giving out a loud whinning noise out of the engine every time i give it gas. whether im in park or not the higher the rpms are the louder the noise. sometimes while driving up to 40 mph it wont shift gears and stays at the same rpm, but if i pull over and shut it down and start it up again then the gears seem to catch. other times if im at a red light it wont go at all if i push on the gas. the check engine light has also come on since this problem started. i looked under the hood while giving it gas and it seems to be coming from the right side of the engine area while facing the front of the car
