2005 Dodge Magnum brakes locked up

My husband drove my car and he said it felt like the brakes were on even though he wasnt pressing on the pedals ... like they were braking on their own. He came home and then tried to back out of the driveway and couldn't because the brakes were locked on and he couldn't reverse. What could cause the brakes to do this?

Is it the rear brakes that are locking? Also, do you have rear disc or drum brakes?
