car keeps overheating

i have a 1999 dodge intrepid and i changed the hoses running from the radiator to the engine but that didnt seem to fix it. my car has 2 fans and i think the problem is that the other fun isnt running? but when i am driving the car will get hot but not overheat, if i sit to long at a stoplight or something the car will get hot and overheat i do not know what is going on? please help...

sorry about that it is a 1999 dodge intrepid wit a 2.7, v-6 with approximately 80,000 miles
