Brown fluid in radiator overflow bottle

I have a 2001 dodge intrepid that in this recent extreme heat has been overheating. I went to add antifreeze to the overflow bottle and I don't quite understand how it is supposed to work. The overflow bottle appears to have two compartments and the one with the radiator cap is full, but the rest of the plastic bottle area has nothing in it. Is this what is causing the overheating? How do I add antifreeze?

For me anyways, a pic of the 2 compartment bottle would help.

The overflow bottle acts as a reservior to take and return coolant as it expands or contracts.

The overheating may be from the cooling fan not coming on-if you let it idle it should come on somewhere are 210 degrees and cool it to 195 when it willl shut back off. There may be an air pocket in the engine especially yhe 3.5 motors can be tricky. The thermostat may be stuck, there may be leak.
