2004 Dodge Intrepid Car will not start

I have a 2.7L Dodge Intrepid. It got down to negative 40 here and now it will not start. I put it in a heated garage to ensure that no fuel lines were frozen. I replaced the battery. The engine turns over fine and sometimes acts like it wants to start but it doesn't. However it doesn't always act like the starters is engaging. Now the check engine light flashes a code it flashes ten times and then stays on any suggestions? Sprayed carb cleaner into the throttle body did not start and I checked plugs and they are getting fire

Get a carb cleaner and spray into the throttle body-if it fires up-you got a fuel problem-if it doesn't No spark check the ignition system and then comeback
