2003 Dodge Intrepid window wipers

The window wipers will not come on. It's like there is no window wipers. We checked to see if it was a fuse. It's not that. WHAT ELSE COULD WE TRY?

Check if you can move the wipers freely by hand if so then the link is off or broken
if not check wiper motor and it ground
