2003 Dodge Intrepid shifting problems

my car shifts down into 2nd gear when i stop. then i shift to park turn the car off and start it up it resets and is fine until i stop or get bellow 30 mph. could it be my shift control module?

Does it shift normally after shutting the engine? Have any warning lights come on?
