2001 Dodge Intrepid starter trouble

I am having trouble with the starter when attempting to start the car at the ignition. I know that the starter is good because I bypassed the starter relay and it rollsover fine, I also did a voltage check to see that the starter relay was getting a signal from the ignition switch and it was. The only way I can get the starter to spin from the ignition inside, is if I ground the wire coming from the pcm and going to the relay, then the starter will funtion. So I cant figure out why the pcm wont ground relay on its own?
