2001 Dodge Intrepid Power Control Module

I am needing to get a new PCM for my 2001 Intrepid. One auto parts store needs information to flash the PCM before they ship it out. They never mentioned anything about having to have it "activated" at a dealership/garage. Another auto parts store needed the same information but said that the PCM would need to be activated once in the car in order for it to work. Any idea which is correct?

The first auto store said that it does not need to be activated once it is received just needs to have a chip changed out, but would otherwise be ready to run when received.

you do have to have it activated.
