2000 Dodge Intrepid No Brakes With No Leaks

The brakes were soft when the weather was a little warmer, but when the cold spells come in there is a loss of brake power. When I push on the pedal it goes all the way down and I hear an air release come in the car from the brake pedal area. The car takes a long time to stop and I have to stand on the pedal to get it to stop.
I have no visible leaks and the master cyclinder is full and the level does not change when the pedal is pressed.

Check the vacuum brake booster and again the brake master cylinder

To check the vacuum booster, pump the brake pedal with the engine off until you've bled off all the vacuum from the unit. Then hold the pedal down and start the engine. You should feel the pedal depress slightly as engine vacuum enters the booster and pulls on the diaphragm. No change? Then check the vacuum hose connection and engine vacuum. If okay, the problem is in the booster and the booster needs to be replaced
