Start with:
1. Remove the battery from vehicle and have it tested at your favorite auto parts store. You always want to start diagnosis with a known good battery. Just because the lights turn on means little to determine if the battery is still good.
2. Once battery is known to be good, repeat test. If nothing happens, remove the starter from vehicle and test at the parts store.
P1490: Faulty low speed fan relay. Has little to do with the no-start issue.
