2000 Dodge Intrepid 2000 Intrepid wont start

I have a 2000 dodge intrepid that wont start. All the lights and guages come on when I turn the key, the fuel pump clicks on, but absolutely no noise from the starter. I tested my fuse relays under the hood and theyre all getting juice. I am getting an error code of p1490. Ive only had this car for a month but its been well taken care of with scheduled tune-ups etc. If you have any idea please let me know.

Start with:
1. Remove the battery from vehicle and have it tested at your favorite auto parts store. You always want to start diagnosis with a known good battery. Just because the lights turn on means little to determine if the battery is still good.
2. Once battery is known to be good, repeat test. If nothing happens, remove the starter from vehicle and test at the parts store.

P1490: Faulty low speed fan relay. Has little to do with the no-start issue.
