1999 Dodge Intrepid Four Wheel Drive Automatic

is there a relay switch located somewhere besides inside the transmission in order to unstick the torque converter switch which is stuck on the "on" position and will not pass smog

Hi:
No such switch. Try disconnecting the batter for 10+ minutes to see if that helps.
