SHOULD BOTH FANS COME ON DURING NORMAL OR HOTTER OPERATING TEMPERATURE, OR JUST ONE? ALSO SHOULD A FAN COME ON WHEN THE A/C IS TURNED ON?

A fast way to test for proper operation of the radiator fan is to unplug the two-wire coolant temperature sensor while the engine is running. The fan will turn on in a few seconds and will turn off a few seconds after plugging it back in.
If you have a separate ac condensor fan, it might not turn on until the compressor cycles on.
