1999 Dodge Intrepid Flashing lights

The interior lights (map lights, courtesy lights) flash off and on while driving. Additionally, at night so do the headlights. This could be dangerous since the cars in front think you are flashing at them! Only the car is doing it, not the driver. Any help? Dodge dealer says it will be very costly to diagnose.

Does the car have an alarm system? IF so, factory or aftermarket?

It sounds like a ground problem. Make sure the ground to the engine block is clean and tight. Also, check for ground straps to the body of broken or rusted ones. If all is good, have the body control module (BCM) tested.
