1999 Dodge Intrepid Fan control

While troubleshooting the reported overheating problem it appears the fan is not coming on.
Found both fuses for RAD HI and RD Hi were blown.
Replaced them with others in the fuse bank.
Still no fan operation. Took the tops off the relays, RAD HI, and RAD HI/LOW, and they were both latched.
Then checked for voltage at the fuse bases--no voltage at either one. Would sure like to see a wiring diagram for this function.
