1998 Dodge Intrepid water in oil

Engine Performance problem
1998 Dodge Intrepid 6 cyl Two Wheel Drive Automatic 109xxx miles

I have a 1998 intrepid w/2.7L.
the problem im having is i noitced milky oil under filler cap and no water in the radiator. the car is hard to start now but when it does start it runs fine above 1000 rpm it hesitates under 1000 rpm.
the car does NOT over heat the temp actually dropped the other day driving down the road then died turning into my driveway. could this be the internal water pump or a blown head gasket?
