1998 Dodge Intrepid headlights

I have replaced the multifunction switch, in dash headlight switch and bulbs. My headlights will shut on and off. The only way to have low beams is to hold on high beams with the blinker switch. Eventually the lights will stay on. Sometimes I hear a clicking/

have you checked the relays
check and or replace relays
