1997 Dodge Intrepid windshield wipers

I have intermittent wipers. When they worked,
they would function at the speed turned to, speed
up, slow down, stop, or work correctly for a while
then do one of the above. Now they have stopped
working altogether. I thought maybe it's the motor,
but a friend thinks it could be the controller itself.
This car is just an around town, salvaged motor ride.
Don't want to spend a lot of cash.
