1996 Dodge Intrepid No oil in engine

The car would not turn over this morning. Inspection found no oil in the engine. It took the full 5+ quarts of oil to reach fill level. Car still would not turn over. Turn the key, car makes cracking sound, just never turns over. Ran down battery testing and replaced with new battery, it still will not turn over. Last summer there was a fuel leak that resulted in my mechanic replacing a fuel line with one that appears to be oversized for the job. It is not leaking, but it has a sharp crimp from it also being about 1" too long. I tried using a cable tie to remove the crimp, but it still will not turn over. Obviously I know virtually nothing about cars, what should I look for?

Unfortunately, there probably isn't anything else you, yourself, can do. It actually sounds like the engine is siezed. The engine needs the oil in order to lubricate all the moving parts and also to disipate the heat caused by the friction of the moving parts.
