GOOD EVENING,
I RUN A SALVAGE YARD/CAR LOT. I RUN INTO A LOT OF ELECTRICAL AND OTHER TROUBLE SHOOTING PROBLEMS. I HAVE LEARNED A LOT AND HAVE HELPED OTHERS ALSO WITH DIFFERENT AUTO AND TRUCK PROBLEMS. NOW TO THIS PROBLEM, THE FUEL PUMP HAS BEEN TOOK OUT AND CHECKED. ONCE POWER WAS APPLIED MANUALLY IT WORKS FINE. HAVE A SPARE CAR IN YARD TO CHECK PARTS WITH. CHANGED ECM EATX RELAYS CHECKED FUSES BESIDE PASS. DASH. THIS ALL STARTED WHEN THE MAN I BOUGHT THE CAR FROM REPLACED A DRIVER SIDE AXLE IF THAT HELPS ANY. I'M AT MY WITTS ALSO RESET WITH NEW ECM. THE THREE TIME OFF/ON PROCESS?

If the pump, relays and ECM check out fine, then your problem is either the ignition switch, bad wiring, bad ground or contacts.

You should trace your issue in that order.
