1996 Dodge Intrepid Engine runs rich when cold

My Intrepid ES's 3.8L engine runs very rich when cold and will flood if it doesn't start on the first try. This happens in summer as well as winter. The exhaust doesn't smell nearly as rich when the engine warms up to operating temperature. The air filter is clean (K&N brand). Might this possibly be a sensor problem?

There is way to check it you have to hook it up to scanner
do you have a check engine light on
check coolant temperature sensor
