You need to scan the computer for OBD2 code/s there's a problem within the engine management system this is your starting point to find out what's causing the CEL to lit.

Thankz for your reply. Im asking because im looking to buy a used intrepid and I want to know if it does flash when started up. Jus to see if the seller pulled the bulb for the check engine light and is trying to get over on me.I tried looking for the owners manual online but no luck and I came across this siiite looking for help

The CEL should come on when your turn key to run position and then goes off when the engine starts. And should not come back when engine is running
