1996 Dodge Intrepid Brake pedal goes to floor

Ok, recentlly purcased a 1996 Dodge Intrepid for my son. After changing the front brake pads the pedal goes to the floor and will not pump up with the engine running. So far I've bled the brakes several times and now have replaced the master cylinder with no change.
What am I missing here?

Check lines for leaks. Does the pedal get stiff when pumping it when engine off?

Yes it does. Then goes to the floor again when engine is turned on.

Is fluid getting to the brakes when you are bleeding them?
