I am not getting oil up to a newly replaced rocker arm on the right side. Is this a head gasket problem now? It is a 3.3

Check on the indexing of the stands and bearings for the rocker. Sounds to me like you got oil up there on the rest of the arms meaning that the problem is isolated the this one.
