1994 Dodge Intrepid steers hard right but easy left

My 16 year old was practicing parallel parking and the steering just got hard to the left. The fluid levels are all full, nothing looks burnt or smells funny. Is this common for power steering pumps or is it the rack going out? How can I tell the difference?

It sounds like a problem with the rack and pinion. They have bushings in them that can wear out. WHen it happens, it make steering hard.
