1994 Dodge Intrepid fuel problem,,and hard starting

my intrepid will start and run,,and runs fine now that the fuel filter was changed,,but when u run it ,,turn it off for a short time then try to turn it on it will not start or if it does it starts hard,,sometimes taking several times to start if it does at all,,sometimes you have to wait a while we put some fuel injector cleaner in it and we still have more time to let it run thru...
