1994 Dodge Intrepid electric fan goes on when cold and stay

electric cooling fan goes on and stayes on when car is cold. Unplug relay it does shut down, changed relay same thing. Change cooling sending swicth near thermastate with no luck.
What else can it be. Car runs great other than that.

do u have an AC
if so check its operation
if its high switch is bad or reading high fan will come on
