1991 Dodge Dynasty power brake problems

First off let me say I am very mechanically smart when it comes to repairs. Anyway, I have bled the brakes as im supposed to after installing new rotors, pads, drums, shoes etc. There is a light on the dash that says "P ! Brake"(like its telling me the parking brake is on)its not tho. When this happens I have barely any braking power like im pushing on flat ground with no travel. The pedal does not go to the floor. When the light goes off(when it does), the brakes work just fine with no problems.

There is a vibrating motor sound coming from the area around the power booster that you can also feel thru the brake pedal once in awhile when it does do it.I am very comfortable working on it, if I new what to really look for or replace I would do it.I really cant afford to take it into a shop for a diagnose cause I just became disabled and money is extremely tight now. Sorry for the delay on responding. The vibrating is the pump for the anti-lock brakes. It could run after as little as three brake pedal applications. In '93 they used a Bendix 10 system that had a problem with the master cylinder's piston assembly. There was a recall and that unit has a lifetime warranty. In '91, I believe they used a Teves system with a wire harness going to the reservoir cap. That unit is best left to the dealership mechanics who are familiar with it. The last I heard, a few years ago, there are no parts available for it. It must be replaced as an assembly. Things may have changed by now. Internal fluid leakage can cause unusual problems and they can be intermittent.
