Electrical problem
1989 Dodge Dynasty 6 cyl Front Wheel Drive Automatic

I have a 1989 Dodge Dynasty. The other day the car failed to start. I replaced the fuel pump to no avail. I checked the voltage at the fuel pump and the harness is delivering 4.8 Volts. To check the new pump I hooked a 2amp direct connected charge to the pump and it spun up by using a trickle charger but even though it powered up no fuel was delivered through the fuel line (known because I removed the fuel line from the fuel filter to check fuel flow). Could I have hooked the pump up with reversed polarity causing the pump to work backwards? Where do I look next for this problem? I am frustrated to the max. Thank you for your assistance.
