2003 Dodge Durango Scrubbing on my passenger side of my 200

2 days ago I started to hear a popping sound at first and then later it started scrubbing as if meatl is scrubbing some where on my passenger side front wheel. I was thinking that it could be bad brakes, a friend on mine suggested it could be my ball bearings on that side has gone bad. What you you think it could be?

I metal "scrubbing" sound would make me think brakes pads to low .... it could be wheel bearing's but you would normally get more of a constant rumbling sound with this .. check your pads first ... let me know if this does not cure the fault ?
