Is it sucking air in or releasing pressure? If releasing pressure, that is normal. If it is sucking the air in, there is a oneway vent (I believe it's on the rear of the fuel tank) that may not be allowing air to enter the tank as the fuel level drops.

Next, the fuel gauge can be a couple of things. First, and most common, the float gauge in the tank is damaged or the rheostat that sends a signal to the gauge is bad. If that is the problem, the fuel pump assembly will need replaced.
