2002 Dodge Durango tilt steering stuck in up position

2002 Dodge Durango V8 Two Wheel Drive Automatic 100. miles

I tried to remove the top and bottom covers but the lever for the tilt will not allow the bottom cover to come off. I pried the release and got the wheel to lower. what is wrong and how to get the bottom cover off.
