When trying to turn on the A/C or heater, it will only blow when it is on high. How do I determine if the problem is in the switch or the blower?

If it works on high, it probably isnt the blower motor. Sounds more like it is the fan speed resistor that is out. It is located in the plenum next to the blower motor. Use a test light to se if it is getting power into it form the switch at the different settings
