IT sounds like a throttle position sensor (TPS) of a Idle Air Control Valve (IAC). Is the check engine light on?

Joe; TPS ,MAPS, are new parts. Ck engine light does not come on.used code analizer-showed no codes ,then erased codes.

Have you checked fuel pump pressure? Is power normal other than the surge?

yes I have,and presure is normal

If the electrical end is good and fuel pressure is good, the only things left are a vacuum leak or catylatic converter may be plugging. Have you checked for these problems?
