1999 Dodge Durango speed sencer

I have just replaced the speed sencer and I still have the same it will not work untill I get up to around 35 mph. Can you help. Thanks richard

The speedometer does not start at around 35 mph.

If accurate above 35 then suspect speedo is at fault
