1999 Dodge Durango Seat belt

every time the outside temprature goes below 30 degrees one seatbelt locks up and wont extend - when the temprature warms up the belt works normal

Personally, I would replace it. Sounds like an issue with the inertia lock in the belt assembly. That could be a serious safety issue if you were in an accident and not worth risking in my opinion
