1999 Dodge Durango brakes sticking

What could be causing my rear brakes to stick on. We have changed all the pads, and cyclinder on both rear tires. They still are sticking. Can you help?

check to see if rear brake hose is pinched by rust build up on metal braket in front of spare tire.
