1999 Dodge Durango ABS Pulsing for no reason when coming to

I have a 99 Durango with an ABS problem. When coming to a complete stop the ABS will kick on and the Durango will drift thru the stop rather than stop like normal. If I disconnect the ABS controller the brakes work fine with no problems. Is this a problem with the controller or is there another issue that I'm not thinking of? Thanks for the help.
