REAR BRAKES SEEM TO BE ALWAYS ON, JUST REPLACED SHOES, CYLINDERS AND HARDWARE, BLED THEM AND ADJUSTED, WHAT MIGHT THIS BE?

Hi:
Didyou adjust the park brake? Also, if you lift the rear off the ground, can you turn the tires if the car is in neutral? There should be a slight drag only.
