1989 Dodge Daytona no low beams and wipers

hi, i'm currently having problems with my dodge daytona. I have replace all the relays in the fuse box plus the fuses. I have hi beams but no low beams(headlights), and the windshield wipers do not work. It took some slight water damage due to the t-tops leaking. any advice would be appreciated. thanks.

I would recommend starting with the multi function switch on the steering column. Since both items are run through that point, that is most likely the problem.
