Truck has problems starting

I have a 1991 Dodge Dakota with less than 35,000 oringinal miles. For the past year on occassion I have problems starting it. Sometimes I will turn the key and it will have troubles turning over and eventually begin to click to the point it just stops clicking killing the battery. Other times I will turn the key and it will have problems turning over and click a little than start. Obviously their is a drain on my battery, so I had it checked out when it initially occured. They told me it was not the alternatur and that their was a slow drain on the battery but they were not sure of the source of the drain. I replaced the battery and after a month or two the problem began again. So, I talked to a couple of people and they pointed to the starter. So do you think I should install a new starter? Or do you have any other suggestions?

Check the starter relay if it has one

For the battery drain-disconnect the batt. Positive post put a test lite in between if you have a short the lite will come On-now start removing fuses one at a time till the lite turns off-that is where your trouble circuit is. In the event you remove all the fuses and its still there-remove the batt wire at the alty-if the lite turns off-the alty is the problem.
