Tilt steering

My 1987 Dodge Dakota has Tilt Steering wheel that broke. Mechanic attempted to repair it but was unsuccessful and made the second attempt to no avail and still charged me $400. Is there any recoruse in getting my money back? :

1987 Dodge Dakota, 200,000 miles, 3.9 engine. No repair has been done before.
The mechanic attempted to fix the tilt steering that broke and made the second attempt to no avail. Still charged me $400. Is there any recourse in getting my money refunded.
