electrical problems

I have a 2001 dodge dakota sport 4x4 with144000 miles on it. Intermittant at first but now constantly. The headlights are always on but very,very dim even with the switch and key off. When this is happenning the interior lights,wipers,and 4x4 will not work. Headlights will not come on normal but are on very faintly
