I have the vehicle listed above that wont turn over. I put a multimeter to the battery which read 13+ after I charged it for 2 hours. it sounds like a lot of clicking as I try to start it. everything works lights, radio. I could get it to start but I have to jump it.

Your battery has failed. Even though the battery shows proper voltage it does not have the proper amperage to get the vehicle started. Here is a guide that will show how to load check the battery. You can also take it into a parts store and they will test it for you out of the vehicle.
