Lately I have stiff steering when cold. It seems to get better. If forced the pressure with giveway but the stiffness remains afterwards. The fluid level is good. No grinding noise, no poping noise that I have heard.

Are there any leaks? IT sounds like the rack may be going bad. There are bushings that wear causing the rack to get stiff.
