How important is this issue to get fixed. Can we wait to take it to the dealership since we have been told that is the only place that can fix this issue and what is the approximate cost? Is it a recall issue?

You should have gotten a card or notice. The reprogram is a service bulletin notice for the service department. A lamp and complaint issue, a inspection failure issue. Rarely a safety issue, but should not be ignored very long. There could be other codes their scanner will see after reprogramming. It depends who told you and how their scan read. ok
