The horn not working is a great observation that most people miss. You are likely to find the cruise control also doesn't work or will stop working soon. Those are all signs of a broken clock spring.
The place to start is by having the diagnostic fault codes read and recorded. Simple fault code readers usually only read codes in Engine Computers. Some of the better ones also read codes in a few other computers. You can try visiting some auto parts stores where they read codes for free, but if they can't read Air Bag Computer codes, you'll need to visit a mechanic. Almost all independent repair shops can do that for you.
If the clock spring is broken, the fault code is going to be something on the order of " Open Squib" or "Open Initiator". Both of those refer to the circuit the computer uses to fire the air bag. The clock spring is part of that circuit.
