what could be the problem with my blower switch it has 4 stages and only works on high

Replace the blower motor resister. That is my first guess. It is under the dash on the passanger side. It's on the blower motor box. Here is a picture of it. You may need to enlarge it to see the actual parts. It's the best I could find.
