which and where is the relay that would cause the headlights not to work and the windshield wipers to work on the two constant speeds only?

welcome to the forum, didn't see a relay for headlamp circuit, there is one for fog lamp.

I'd check voltage at headlamp circuit. Also, check fuse 12--20 amp in power distribution center under the hood. Not only check the fuse, use a testlite on the fuse circuit, make sure it is hot.

Several possibilities, multifunction switch-- headlamp switch-- there is a central timer module that the circuits are wired through. I'd want to check wiring circuits before replacing anything.
